                                                                            September 9, 2025

                                                                                   7:00 p.m.

 

 

Attending: Mayor Colby Peck, Council – Charles Dayton, Wayne Harmon, Theresa Lewis, Brad Nate, Court Clerk Barbara Sorensen, Chief Eric Whitehead, Officer Davis Stocking, Public Works Director Mike Duran, and Bentley Johnson 

Also attending: Elbert Harmon, Jody Harmon, Brandee Prows, Doug Prows, Trevor Teichert, Sarah Dayton, Larry Lewis, Ashbee Thompson, Cameron Bird, Stace Clark, Whytney Stocking, Sharon Thompson, and Student Council members

  1. Mayor Peck called the meeting to order at 7:00 p.m.

  2. The Pledge of Allegiance led by Councilman Harmon.

  3. Motion to approve the agenda by Councilman Harmon seconded by Councilman Dayton. Motion carried.

  4. Motion to approve the Town Council Meeting minutes for August 12, 2025, by Councilman Harmon, seconded by Councilwoman Lewis with corrections. Motion carried.

  5. Motion to approve the accounts payable, payroll for August 2025, and one Business License, by Councilman Harmon, seconded by Councilwoman Lewis. Motion carried.

6.   Awards and Public Recognition

Mayor Colby Peck acknowledged Jody Harmon for her 14 years of dedicated   service to the Town of Cokeville with a plaque from the town.

Councilwoman Lewis recognized Sharon Thompson for all her phone calls and everything she did for the Beautification Committee.  She recognized Doug & BranDee Prows, and Stace, Cole, & Zeke Clark for taking down the tarps at the rodeo grounds.  Also, Fred Roberts for 50 continuance years on the ski patrol.

 

  1.  Unfinished Business – Councilwoman Lewis asked if the Lodging Tax can help pay for banners on the streetlights.  Mayor Peck explained that it cannot.

 

  1.  New Business

Stace Clark came to see if the cheerleaders could paint paw prints on the streets and hang flags for Homecoming week. Councilwoman Lewis made a motion that they could do this again this year, seconded by Councilman Nate. Motion carried.

Student Council members asked for permission to have the Homecoming Tailgate party at the park and bonfire on October 3rd.  Motion made to let the students have the tailgate party and the bonfire (needs to clean up after everything) by Councilman Nate, seconded by Councilwoman Lewis.  Motion carried.

Sarah Dayton let the council know that she has a new role in the community as a South Lincoln coalition person between businesses and municipalities.  She can help with grants and funding for Cokeville.  She will be glad to help with any needs.  She is contracted 20 hours per week.

 

  1. Public Comment/Communications

Ashbee Thompson spoke on behalf of the Beautification Committee reporting what they are still working on for this year. They are hoping to do a celebration for Semi-quincentennial celebration, which they are trying to get a grant. The deadline on this is December 31, 2025.Mayor requested to vote on November meeting so it would be approved to move on. They are working on billboards, sidewalk/highway cleanup twice a year, support Stace with Homecoming, Christmas light competition, and banners. She wanted to know when the council will work on next year’s budget so they can put in what they need for next year. Jill Dayton is a new committee member.

 

  1.  Resolutions/Ordinances

Mike Kelly zoning change/ordinance 25-07 second reading was passed with a motion by Councilwoman Lewis, seconded by Councilman Nate. Motion carried.

 

  1.   Department Reports

Councilman Nate – Streets & Grounds – Finishing filling the potholes tomorrow.

Working on a grant to get $2,000.00 for Digital Broadcasting Equipment. What is left will be allocated to the Beautification Committee. Motion to work on getting this grant by Councilman Nate, seconded by Councilwoman Lewis. Motion carried.

Working on the Quiet Zone with the UPRR

Will follow-up with Colton Smith, which Mike will get him his contact information on the light poles.

 

 

Councilwoman Lewis – Parks & Recreation, Economic Development

With budget cuts the library is not sure of a date for Mr.& Mrs. Santa Claus to come to the library, so no date has been set yet.

Beautification to have a meal in July

Easter: I would like to be able to use the gym at the school. Working on a MOU with school district so the town would be able to use the facilities.

Mike helping with the Dutch oven pits.

 

Councilman Harmon – Water/Sewer, Airport

Asked about water running from tank/Mike said it is running full time and will adjust so it is not. Checked with Mike to make sure new pump is running ok

Sewer is all right

Scada – next month

 

Councilman Dayton – Planning & Zoning, Business Relations

Simplifying until ready to move on with Cokevillewy.gov. I am still working on website hoping to link people with lodging.

Grocery services hit a brick wall

Tourism – Early November highlights

Ashley from WAM to talk about trial period November 20-22 (Mayor will sit in this call).

Charles to bring a city manager with Cottonwood Heights to assist with strategic plan. He will come without charging if he can go fishing. Motion to bring in this planner by Councilman Dayton, seconded by Councilwoman Lewis.

 

Mayor Peck – Administration, Police, Public Works

I went to the Pinedale Impact meeting-we are not in, but we are pushing for 10% of money. MOU with or without Sublette because they didn’t do 6 penny tax.

Sewer plant upgrades will talk to town engineers to get numbers.

Chief Whitehead was approached by the high school to put logos on their shirts, cost around $250.00.

Chief Whitehead also looking into changing email from current e-mail to .gov. Council needs to know the host first and get website set. Councilman Nate offered to help with this project.

Mayor Peck appreciated the police working on the nuisance issues and the pictures that have been reported back to him.

           

  1. Executive Meeting

Motion to go into Executive meeting by Councilman Harmon, seconded by Councilwoman Lewis.

     Councilman Nate made a motion to reconvene, seconded by Councilman Harmon.

The new member of the Beautification Committee needs to be approved.
